CHICAGO, Ill (WSVN) — Authorities in Chicago are investigating a video of what appears to be a toddler smoking marijuana while an adult is encouraging it.
According to FOX32, the video was discovered on Facebook and police were notified by a community activist. FOX 32 is also reporting that officials have a pretty good idea of who the adult in the video is.
